About the Team
Ā 

The ICT Business Analysis Team is a key interface between ICT and the other Groups in Ofcom. The team represents colleague needs through the full lifecycle of the project, focusing on building and leveraging strong relationships within ICT and across Ofcom. The team ensures a thorough understanding of the business needs and helps to agree on the scope and prioritization of these for delivery. The team is the ā€˜voice of the customer’ throughout the project and ensures that the requirements are met by supporting the user acceptance testing during the later stages of the project. The team is also involved in change and adoption activities to ensure successful new systems and business processes are successfully used.

Purpose of the Role
Ā 

This is a fixed term contract to work with the business functions across Ofcom to analyse and capture business and process requirements for all IT related business, financial, spectrum and operations systems.Ā 

Your Key Responsibilities

Data Analysis and Insights:
Ā 

  • Be able to understand and analyse datasets to identify trends, patterns that give insights.

  • Conduct data validation and ensure data integrity, accuracy, and consistency.

Business Requirements Gathering:
Ā 

  • Gathering and documenting requirements using various techniques including interviews, surveys, focus groups, workshops and site visits.

  • Collaborate with stakeholders to gather, document, and prioritise business requirements.

  • Translate business requirements into data requirements and technical specifications.

  • Facilitate workshops and meetings to understand business needs and challenges.

  • Develop user stories and use cases, process flows, and functional specifications based on business requirements.

Data Testing in Azure:
Ā 

  • Develop and execute test plans, test cases, and test scripts for data validation and testing in the Azure environment.

  • Perform data quality checks, data validation, and data reconciliation to ensure data accuracy and consistency.

  • Be able to understand or have knowledge of se Azure Data Factory and other Azure tools for ETL testing and data validation.

  • Be able to understand how to automate data testing processes using Azure DevOps or similar tools.

Reporting and Visualisation:
Ā 

  • Have understanding on how to create and maintain visualisations and reports using tools such as Power BI, or Excel.

  • Present data insights and analysis to stakeholders in a clear and concise manner.

Data Management:
Ā 

  • Work with data engineers and ICT teams to ensure the availability, reliability, and accuracy of data in Azure.

  • Assist in the development and implementation of data governance, data modelling and data quality initiatives.

  • Ā Be able to conduct data profiling and perform regular data quality checks.

User Acceptance Testing:
Ā 

  • Provide support in conducting user acceptance testing (UAT) to ensure systems meet the requirements gathered during analysis, including test case and scripts preparation.

  • Collaborate with developers and testers to resolve issues identified during UAT.

The skills, knowledge and experience you will need for success
Ā 

  • Experience of Waterfall and Agile delivery

  • Knowledge of Business Analysis tools and techniques

  • Experience of implementing Cloud and SaaS solutions

  • Proven experience with data testing in the Azure environment, AWS, GCP others

  • Strong proficiency in data visualisations tools (e.g, Tableau,Power BI) and Excel (desirable)

  • Having a good working knowledge of data, ML /AI

  • Understanding SQL for data querying and analysis (sometimes Python desirable)

  • Basic understanding of database concepts and data warehousing.

  • Good Understanding of statistical analysis and modelling

  • Knowledge of Azure DevOps or similar tools for automated testing.

  • Experience with data management and data governance practices

  • Experience with Salesforce

  • Knowledge and experience of Azure DevOps, Azure Data Factory, Azure Databricks, and other Azure tools

  • Essential: Business Analyst qualification such as ISEB Business Analysis Diploma

  • Desirable: Six Sigma /Lean / Process Improvement, ITIL qualification

  • Building solutions: Analyses and designs business processes & identifies alternative solutions to exploit new technologies and automation.

  • Embracing change: Experience delivering results in fast-paced environments and adjusting approaches to meet changing needs and situations. Proactive in identifying and addressing issues, offering new ideas and implementing improvements to processes.

  • Forming relationships: Strong interpersonal skills and evidence of an ability to interact effectively with, and influence, a range of internal and external stakeholders.

  • Harmonising work: The ability to work across organisational boundaries in multi-disciplinary project teams to understand requirements and their mapping to technical specifications and delivering business outcomes.
