Job Description

United Utilities have awarded Costain a Managed Service Provider (MSP) framework contract. Under the contract Costain provide the overall management and delivery of United Utilities’ larger-scale water and wastewater asset maintenance activities across the entirety of its network, including 96 water treatment and 575 wastewater treatment sites, which serves over six million people in the Northwest of England.

We are recruiting for a Quantity Surveyor to join the dynamic Core Project Team, which delivers critical and complex infrastructure improvements for our client United Utilities. Projects range in value and the Quantity Surveyor will be directly responsible for the commercial management of a portfolio of projects.

This role will report directly into the Senior Quantity Surveyor, whilst working closely with the operational leaders within the framework. We are looking for someone who is highly driven and proactive, dynamic and who is capable to deliver successful commercial outcomes.

The role will involve all aspects of commercial activities from the initial tender to final account and close out, seeking to enhance value for money, whilst achieving the required standards and quality. A high standard of collaboration skills are required in order to support our valued client.

The role is based around Hybrid working within our Manchester Office and home and ideally you will be based in or around the North West, where you will have the opportunity to visit operational sites across the region.

Responsibilities

  • Manage a number of projects ranging in values up to £3m
  • Preparation of Client Proposals relating to the works carried out under the MSP Framework
  • Management and agreement of Compensation Events and Change on the projects
  • Provide support to the Commercial Manager and liaise with Customer’s Commercial Team
  • Lead and develop the efficient and effective management and issue of accurate, timely and compliant notices and correspondence
  • Ensure contractual and commercial risks and opportunities are identified to the Commercial Manager
  • Prepare monthly progress valuations and claims for work completed within deadlines
  • Produce monthly cost reports, forecasts, and Contract Budget reports
  • Ensure registers of variations, delay, extension of time applications and claims are contemporaneous and maintained
  • Produce records of pre-Contract tender negotiations & reports where necessary
  • Review value management and advise on Risk management
  • Prepare, review and complete of sub-contract documentation

Qualifications

  • A creative and innovative approach to problem-solving
  • Increasing knowledge of a variety of forms & options of contracts
  • Experience of drafting effective contractual correspondence and the facilitation of collaborative solutions
  • Experience of developing & implementing procurement and contract strategies
  • Proven negotiation and team-working skills
  • Strong analytical skills
  • Demonstrable legal, contractual and construction knowledge
  • Experience in implementing and delivering strategic objectives
  • Post-graduate commercial experience in the construction industry with demonstrable track record of achievement
  • Excellent communication and collaboration skills
  • Holds an RICS / CICES accredited degree
  • Full Membership or working towards RICS or CICES
