Job Description
Costain are working with United Utilities (UU) on a framework agreement to provide overall management and execution of the larger-scale on-site asset maintenance activities across the Northwest region. The framework provides project management and supplementary engineering services to manage and deliver diverse works across the project life-cycle, optimising operation of water, wastewater and bioresources. Individual project values typically range between £10k – £3M with varying degrees of complexity. We are looking for an experienced Mechanical & Electrical Project Manager to join the Framework team and drive quality delivery.
The Project Manager will support the delivery of planned and reactive water, wastewater and bioresources projects across the UU region, develop key relationships with UU operational personnel, supply chain partners and promote a team spirit environment. The role will require experience of both design and delivery of water, wastewater, bioresources projects in the mechanical and electrical space.
The role will be hybrid with 2 to 3 days in the office in Manchester, working from home and sites around the Northwest.

Responsibilities
- General Management
- Manage mechanical & electrical procurement, installation and commissioning activities of a portfolio of Water, Wastewater and/or Bioresources projects across both planned projects and reactive needs
- Ensuring that the highest standards of safety and environmental protection are consistently maintained
- Ensuring projects are delivered to the applicable United Utilities engineering standards and specifications
- Ensuring that delivery is supported from feasibility to project completion
- Ensuring that the final product is in accordance with project documentation, right first time
- Contributing to the oversight of overall programme and costs
- Liaison with the design team to ensure all mechanical and electrical interfaces are covered on the projects
- Leadership, line management and development of project engineering resource, including the shaping of the team and development of talent
- Carrying out other relevant duties as required by the position
- Client Facing
- Building and maintaining relationships with equivalent grade and other managers within the Client organisation
- Contributing to reports and other briefings to client management on the portfolio of projects.
- Active contributor to Client prioritisation discussions and reactive requests for support
- Technical
- Responsible for ensuring technical governance across the project life cycle
- Knowledge and experience of the engineering disciplines appropriate with the project scope
- Ability to read and analyse project programmes [Primavera P6] and other key schedule documentation
- Ensuring procurement, installation and commissioning is progressed in line with the project schedule whilst ensuring adequate oversight to protect Costain’s commercial position
- Input into commissioning plan and commissioning meetings
- Ensuring quality records and final documentation are issued to the Client on time
- Ensure consistent and reliable reporting of project/services performance into the MSP systems
- Ensure key project and programme risks are identified early, and mitigated where possible, with issues and blockers escalated immediately to the Delivery Manager
- Safety, Health, Environment and Quality (SHEQ)
- Reviewing supply chain performance against Costain KPIs and ensure the supply chain remains compliant with the Framework Management Plan, framework and project HASEMPs and all site-specific agreed procedures
- Implementing and refreshing initiatives to improve behaviours relating to SHEQ
- Conversant with Electrical Safety on site, DSEAR and permit to work system requirements
- Ensuring equipment is installed by suppliers, right first time through use of inspection request process
- Provide leadership to create a safety culture to ensure Zero LTI and RIDDOR Incidents
Qualifications
- Significant experience preferably in the water industry in a multi-project delivery management role
- Significant experience in working with existing water and wastewater treatment works and processes on mechanical and electrical plant and equipment
- Significant experience of managing a variety of contractual arrangements, competitive tendering, partnering and frameworks
- Skills, knowledge and experience of CDM and construction management
- Strong project delivery and people management and leadership skills
- Strong technical understanding of water and wastewater treatment
- Problem-solving skills and ability to provide solutions
- The ability to be agile in approach and manage resources / tasks efficiently and effectively, in a dynamic delivery environment
- Good understanding of site delivery and buildability
- Good communication and interpersonal skills
Essential
- HNC/HND or degree in a relevant engineering discipline
Preferred
- APM or PRINCE2 qualified
- SMSTS and CSCS qualifications
