Overview

The Business Analysis Lead role is central to the Business Development Team’s strategic
planning agenda.
 
Working with the Business Development Support Manager, Business Development Managers
and other members of the Business Development team, you will analyse local authority and
other commissioners commissioning intentions, trends, demographic data, financial budgets,
and market intelligence to identify opportunities for growth, innovation, and partnership.
Your insights will directly inform investment decisions, tender activity and responses, and
service design across our portfolio, including adult residential, supported living, children’s
residential, education and day services. Reports and information will be shared with the
senior leadership team, Group Exec and be used to inform the future direction of existing and
new services within our organisation. 

Key Responsibilities

Commissioning Intelligence

  • Track and interpret commissioner spending trends and budget allocations across all operating regions and areas of development.

  • Identify emerging priorities, funding changes, and gaps in provision for working-age adults, children, and education services.

Market Position Statement Analysis

  • Review and extract strategic insights from market position statements issued by commissioning bodies.

  • Align findings with organisational service capabilities and strategic goals.

Demographic & Needs Forecasting

  • Analyse data from the Office for National Statistics (ONS), NHS Digital, and other sources to assess current and future needs of:

    • Adults with learning disabilities

    • Adults with physical disabilities

    • Adults with autism

    • Children with disabilities and/or SEND

  • Map regional variations and socio-economic factors influencing demand.

Financial Awareness & Budget Analysis

  • Interpret commissioning budgets and funding frameworks to assess financial viability of new services.

  • Support cost-benefit analysis and ROI modelling for strategic initiatives and tenders.

  • Collaborate with finance and operations teams to align market intelligence with budget planning.

Independent Sector Market Review

  • Benchmark services against independent sector providers.

  • Identify trends in pricing, quality ratings, innovation, and service models.

Strategic Reporting

  • Produce clear, actionable reports and dashboards for senior leadership.

  • Provide robust evidence to support business development, investment planning, and tender submissions.

Person Specification

Essential

  • Experience in business analysis, market intelligence, and/or strategic planning within health or social care.

  • Strong understanding of adult social care commissioning, funding, and budget structures.

  • Proficiency in data analysis tools (e.g., Excel, Power BI, Tableau).

  • Ability to interpret complex datasets and communicate insights effectively.

  • Commitment to accuracy, attention to detail, and ensuring data is presented in the correct context.

  • Excellent stakeholder engagement and presentation skills.

Desirable

  • Familiarity with our service areas and the commissioning landscape.

  • Experience working with ONS datasets and independent sector market reports.

  • Knowledge of regulatory frameworks and policies affecting adult social care.

  • Experience using procurement portals and analysing opportunities for relevance and feasibility.

  • Experience with CRM systems for data reporting and recording, particularly Salesforce.

  • Financial modelling or budget forecasting experience.
